It is partly a bug, partly a design decision. The former we will fix, the latter raises my question.

We want to provide the option to reopen a closed task. Do you think it would help your work?

Thanks Peter for your feedback. This is a known issue, we intentionally hide the 'New memo' button until we support mobile screen for meeting note view and edit.
